No that wont work. The Player Race !=Terran condition as meant to be moved to the location where your current condition is. You also have removed any way to scan between players while there is no triggering unit for your event for the function to use. If you fixed the triggering unit finction you would just set the selected player to 50 minerals continuously.
Rather replace the While loop with a For Each Player In Player Group (Using all players as the group) that then uses an If Then Else action which you validate for your player race and move the game variant condition to the far top of the trigger.
