The starting resources set under the Races data type is used by the Set Starting Resources For Player action which pretty much does the exact same thing as the Modify Player Property (Integer) action except it uses the races data type for the values.
If your resources are not 0 at the start then you have some other trigger interfering.

Those conditions are perfectly fine. The debug message worked while starting resources didn't.
So there is only one way to set starting resources through trigger? Also I just tested that even with out the Set Starting Resources trigger Action just modifying starting resources field worked fine when game starts. Why does it exit then?
I made a trigger that uses a Chat Message event linked to a Modify Player Property (Integer) action and when I type in the message it sets the resources correctly.
Have you tried adding a Wait action to ensure that the event is not firing before the player resources have been loaded?
Were you just adding the melee action to set player resources?
Just keep reducing the wait time until it stops working although 0.1 seconds is hardly noticeable already.
Then try an Or condition that uses = Protoss and = Zerg?
You just need to add more cases to the one switch so there is no need for the others. If Then Else is like a switch with only two cases while switches can have >2 cases.
Anyway it's definitely seems to be working when I test alone.
So I just played a real game right after the test, adding some AIs to team 2 while I'm at team 1. But then the game just crashes. I tested it like 5 times and all of them crashed. I also played other mods but that went well. Isn't AIs are players too?
I think the blizzard debug cheats are encoded into the game engine. You can use the Behavior: Modification - Rate Multiplier Array field of the Buff type behaviour.

so you think something is setting it to 50 after your 100? Since default starting amount is 0 without triggers.

No that only is applied by triggers. If you delete all triggers there will be 0 as a starting resource amount.

Are your resources being set to 100? Try disabling the condition until you have figured out what the cause of the problem is.
Set Starting Resources For All Players works by using the Starting Resources field of the Races data type for the current race of each player.

Ok that is not informative. It is the standard blizzard crash. So you only using your trigger and not other mods?

Use the For Each Unit In Unit Group loop and a Units In Region Matching Condition function. You can the used Picked Unit to apply the behaviour.
