Its not it. My warp robotic facility, warp star gate and other cool down ability is as well the same. it reduces approximately 30 percent of the cool down since blink(10 sec) is reduced to 7 sec.

Commander - Protoss - Artanis and Mastery Artanis Warp Charge Cooldown are two potential causes. Remember the Allied Commanders mod uses banks to store allocated mastery points that are loaded when the game starts.

Nope.. not working. I thought it would be Karax's chrono boost passive which reduces research and training time. I removed the cost, amount of reducing cool downs and even removed it. But still nothing has changed..
Nothing. I just first added the dependency of LOTV and then added the allied commander dependency. I didn't touch things about commanders except removing the requirement nodes of dehaka upgrade.
You familiar with using the trigger debugging window? Use it to look at the value of the CU_CommanderSelection variable after the game starts because the coop triggers default to one of the three starting commanders if none is selected.
Go to the File menu and select the Preferences option. Under the Test Document tab is the Show Trigger Debugging Window flag. Enable it to create a second window when you test the map what lists what triggers are running and when. You can also show all the variables being stored.

That is some good news in that is is not the commander related upgrades or masteries. Next test is to apply a Buff behaviour to the warpgate unit that has the Behavior: Modification - Behavior Classes Disabled field adjusted to disable all behaviour classes.
You use the Behavior: Modification - Behavior Classes Disabled field of your buff to disable all behaviours of that behaviour type. Even if they are hidden they will be affected.
If you set all classes to be disabled then it is not a behaviour that is causing it.
The next test will be more complicated. You will use a trigger loop to check every upgrade and see if it is activated for the player and then return the text of it. Give me a few minutes to make a template.
Edit: Please see the attached image for how your trigger should look. You may also want to add an event to make it able to be triggered using a chat string incase the upgrade is being added after game initialization.
I made my warp gate cool down to 150 sec.

Sounds like you have some upgrade modifying the times.

Create a buff behaviour that disables any other buffs that could be applied to the unit. This removes the possibility that a hidden buff is the cause.
