The building constructs itself (like a protoss structure). But it cannot progress. (Behavior) Then you have an ability on the units to sacrifice themselves and temporarily disable the behavior on the building, so it will continue for a short time.
Maybe it's impractical or impossible, but i haven't tested it.

Just check my sacrifice build map I uploaded. It even auto summons the sacrifices.
To supress the construction you just need to disable the Buildable ability with a buff. So in short your idea is pretty easy to implement.
