The first thing that springs to mind is checking your train ability in 'Info +' and check that the train Scourge command doesn't cost any extra resources. You may have accidentally added the 1 vespene gas cost there.
Can you give any more specific details where I should try to find that train ability? Do I find it from Larva? I'm not familiar with Zerg unit training process on data level.
It would be easy to look up the abilities the larva has, wouldn't it? ;)

I found the problem! It's as I thought, but this time I enabled both Liberty Campaign and Liberty Story dependencies as Kueken described (Thanks!) and was able to see the Scourge there.
For some reason, the default value here for vespene is 1. I.e. Blizzard did it (for whatever crazy reason) and not you.
I have attached some images at the end of this post describing how to get there. Sorry if it is confusing, I could have made it prettier but I got lazy.

btn-unit-zerg-scourge.dds and wireframe-zerg-scourge just create a new button under the Buttons data type which you put in the Train ability of the larvae.

You need to create a new button, or use an existing one. Go to the buttons data type. Right click, create new button. Set that button up the way you want (icon, tooltip, etc..). Now find your Larva - Morph Unit ability in the abilities tab. Click info+ and find your scourge morph. Select that one. Now find the button field in that popup window, and change it to the button you made earlier.

Every button has a path to where the tooltip gets the information from. It could be something like "abil/baneling", or whatever. You will find it under the unit. If you change this and another unit is linked to that tooltip, it will change all of them. For example, if you chance the armor name of a Marine to "Marine Armor", it will change the name of every terran infantry unit's armor.
Edit: Also, this applies for buttons as well. 2 buttons can be linked to the same tooltip path, so if one is changed, both will be.
Oh, the problem is the train-in-progress icon. I totally though you were trying to get the button to show up.
Hang on. Normally there's a field called progress buttons to set those...... Not seeing it right here for whatever reason.... Data is totally not my thing. Will keep looking though.
Any idea why Scourge costs is 75 Minerals and 1 Gas?
If I modify cost to 25 Mineral and 25 Gas units cost is still 50 Mineral and 51 Gas. So where that 1 Gas comes from?
Scourges come in pairs just like Zerglings so thats why its 25 Mineral / Gas per unit.

Scourge has button already so no need to do new one.
Are you absolutely sure that it is under Larva Morph Unit ability?
When I order Larva to morph into Scourge it changes into Zerg Cocoon, right? So does that Morph Unit ability affect on Zerg Cocoon too?
Look at attached picture. Unfortunately it still shows Zergling tooltip in Cocoon.
