I am currently trying to make an ability that can only be cast within a certain range of the effect of another ability with a Create Persistent effect. Using the Target - Location - Effect field I have tried to make the create persistent effect the frame of reference for the validator but so far have not had much luck.
Could someone tell me how to fix it that effect x only happens when distance y or less from a psi storm without using triggers. Incase I was unclear earlier this involves the Location Range validator.

Give the persistent effect an extra effect that adds a dummy behavior to everything in it. Then make a validator for having that dummy effect.
But that would only allow it to be cast if the caster is within the proximity not the target location. Unfortunately that is not a solution.
