Can anyone explain to me when in the editor, I should use the Launch Missile effect? For example If i wanted to make a rocket launcher type ability would I need it?
And also what are the necessaries to make it work?
Yes in that example you would. Any ability or weapon that you want to have a missile shoot out of (frostbolt, fireball, rocket launcher, grenade, etc) will need a launch missile effect.
Don't let that limit your imagination though, you could do Ability -> Launch Missile Effect -> Modify Unit (ie heal, think of death knight in war3).
Now it is a bit rigorous to setup, I can't remember the details exactly atm. But I know you need to have the actor for the missile unit which both correspond to the launch missile effect. Then you have to make sure a mover is set in your unit for the missile. Then in the action/attack actor for your weapon/ability it needs the art-missile field set to your actor missile. Well, I believe i show this in my frostbolt tutorial or even my photon cannon duplication tutorial on my youtube. Hope this helps.
FYI for things like marine's gauss rifle or a probe's attack, they don't use launch missile. They just have a weapon with a damage effect hooked directly in (so it's instant). Then the attack actor can specify a beam actor, of which makes the lightning or bullet visual.
