Try using a model actor type based on BuffContinuous.
Then the default settings (Actor Creation-> AnimBracketStart with Name: BSD, Opening: Birth, Content: Stand and Closing: Death) should do what you want.
doesn't work, my model is DragonForceShield.m3 it only does have Stand animation. Its weird why Actor Creation > AnimPlay loop Stand Playforever dont works. Should be as it says, On creation play stand forever...
PlayForever does not LOOP anything. PlayForever continues the animation onwards. If you look in the Previewer (Ctrl + Shift + V) at the DragoonForceShield.m3, you will notice that at 0.8 seconds in the animation(the end), there is NO MORE visual effect. Your PlayForever will play this last 0.8 second state forever.(For most models, this is the case)
It does not Reset the Animation.
PlayForever works differently for some models, but basically, it does not loop to the start.
Oh wow, I had no idea it worked that way. I feel like an idiot, but at least now it makes sense why I couldn't get certain animations to persist the way I wanted >_>

Yet when i have buff for 30 seconds i see actor only appear once at behavior gain.

I tried; which worked as long as I tested it for 10 minuets (should have been 9 iterations):
To - Initialize:
• Actor Creation
• AnimBracketStart-> BSD, Opening: Birth, Content: Stand and Closing: None
To - Loop:
• AnimDone
• AnimBracketStart-> BSD, Opening: Stand, Content: Stand and Closing: None
