1) Make rally point only be able to target buildings. 2) Make a barrack sell marines (spawn them instantly) instead of training them. 3) Creating custom requirements for a unit that are turned on/off through a trigger.

Ik number 2, 3 i dont exactly understand, the trigger part is almost very hard to do, anyways number 2, go to the barracks, click on the list at top that named "Barracks - Train" or something like that, anyways, after that click on Marine, (double click as usual) and then scroll down in the window until you see "Train Time" something related to that, (hard to memorize when i did this bout month ago) and set it to 0.0, i will look into number 1 and 3, but i g2g right now
Go to the Abilities data type, find or make a Rally type ability that your unit uses, find the field called Ability - Info - Filters (Set) and Ability - Info - Filters (use) then find structure and set it to required from allowed.

Since all the others were adequately answered, I'll tackle number 3.
For number 3, if I understood your example correctly, you just need to create an upgrade. The upgrade level can be increased/decreased by a trigger. You can use a requirement to check to see what level the upgrade is currently. Simple as that :).
