well I dont think you can make a constant damage, but you can make one that delivers damage every half a second or something so that if a fast unit goes through it will ensure that it gets damage. You will have to change the damage amount though to something smaller.
For dealing damage throught the whole beam look at the Hellion weapon effects and see how it works.
This is how I would probably do it (pure theory):
The damage would be caused by a persistent effect, which calls another persistent effect which uses search effects on offsets. You would need to consider multiple things.
Duration and damage interval would be determined by the first persistent effect, need to specify interval and period count accordingly
Source and Target need to be the respective units
The second persistent effect needs to use a period of 0 and multiple offsets, up to a maximum you need to specify (you probably cannot make this unlimited, unless you use offsets > map size)
Target and Source need to be source point, facing point (or similar) is target point
Check "Persist until destroyed"- flag; it will continue damaging the offsets until you manually destroy it, or set the period count to your maximum offset limit.
To prevent overlapping damage, apply markers from the 2nd persistent effect
The search effects of the persistent trigger a set effect, which checks for markers and the distance to the target unit (using validators)
if the distance is reached, destroy the 2nd persistent effect
The beam would be created, when the first persistent is created and destroyed, when the persistent expires. Set the Host - Launch to _Selectable, Scope Caster and Host - Impact to _Selectable, Scope Target

Is there a reason why you can't use the Void Ray's weapon persistent and sub-effects? All you'd need to do is change the Search Flags and Area + fields on the damage effect.

Think of a "laser fence" where the beam is connected to two posts and anything that traverses between them gets fried

I need a beam that connects between two units.
I need this beam to deal damage to anything that travels through the beam.
Any body have any ideas?

well Ill be looking into this.... any addition suggestions would be nice.
I want to create what looks like a wall between these two points..... was hoping I could switch a beam model to be one of the shape models.
If i need to make an additional damage source that fires every .002 seconds or something I could do that.
