Not sure the correct phrasing for this, but the concept is simple. I want it so an Effect - Instant ability with 0 cooldown cannot be repeatedly cast by holding the hotkey down. By default, when you hold the hotkey down, it casts it once, then if you leave the key down for about 1 second, it starts casting the ability about 5 times/second. I want it so you have to repeatedly tap the hotkey to cast. Is this possible? I thought it was a flag maybe...? Thanks.
There might be an easier solution than this, but otherwise;
Make 2 identical abilities. Have version A apply a behavior. Have version B remove this same behavior.
Now add a requirement to version A which only shows the ability if this behavior ISN'T present on the unit. Add a requirement to version B which only shows if the behavior IS present on the unit.
It seems clunky but in-game the player should notice nothing, and holding down E shouldn't spam the ability repeatedly. However I've not tested it.
Um, just add a cooldown of .5 to the ability (or a cooldown that suits you) and that will prevent players from spamming it. If they spam it, then they will get an annoying error that says "on cooldown"...

i thought that would have been the continues flag in commands. but it's off by default

I would have done a validator/buff variant of that since he specifically wants a 0 cooldown.
