Buildings do not move... It is just the nature of things...
You can re-position them with triggers however. If that is not sufficient consider downgrading the building to be more like a unit (not stationary, placed etc).

So I'm trying to make buildings be able to re-position themselves. If I can make them move like units, that would be wonderful.
You simple give them movement speed, acceleration and the move ability.
I believe units with placement footprints cannot move. Try messing with footprints.
