SOLVED IT!!! . I just had to set the ability type to behavior instead of effect-instant. Then go to flags and click Toggle On. I also had to make a requirement so that the button wont show unless i have the first level of the ability.
The requirement i used was Show>Greater than or equal to>Ability>Ability Completed at Unit>Constant 1.
Whats the easiest way to create a passive ability which effect will increase by level (learn ability)?
Use a Behavior type ability that is on by default.
