it all depends on the cost, if you take a normal map match the question is always is he going to build units or expand, in my opinion its the same as going for a fast expand, though i think terran will benifite alot from that upgrade duo to the fact, that he can easily defend his ground. by walling off at his main.
1) Easily done, just make an upgrade that would refer to ability, for example SCV - Gather (SCV) and modify Resource amount values to your needs.
2) Depends on what type of map your making. If it's close to melee, then as Jacob said, in early game that wouldn't differ much from getting fast expand. Also everything depends on how long research will take/how big bonus it'll provide. I'd say it'll be more useful later in the game, as it would scale with amount of workers you currently have.

My mod is almost done, but I want to add a few more cool upgrades in there.
One I was considering is a bonus to resource gathering. Get the expensive upgrade early, but it pays off later in late game.
1) Possible? I was thinking the upgrade could add an effect/behavior to gather units.
2) Unbalanced? Cost? I know this is the data forum, but what do people think of this upgrade? Unfair, or a reasonable option? How much should it cost?
