If found a new little part in the buffs today- and i didnt find any documentation about it.
How does "vital regen based on vital percent remaining" work? I tried to mess around with it, but the effects were so small (or non existent) that i couldnt spot any diffrence. Do they not work? If they do, how?
I think it's a value that increases/decreases regen based on how much current life the unit has. An example is Terran building burn down; the less life a building has the faster it drains vital percent (ie, burns down) until it hits zero.

You sure? Last I checked the buildings took a flat DPS value once they fell below a certain life percentage as controlled by the Terran burn down behaviour all Terran buildings have.
I suspect this functionality was intended for HotS where they could create talents for heroes which got bonus regen when at low life percentages.
