How it should work:
Unit A kills a unit. Unit A receives a buff increase to its movement speed and damage by 5%. Stacks up to 10 times. If unit A kills 10 units, it should get a 50% movement speed and damage increase.
How I am trying to do it at the moment:
I have an aura behavior on Unit A. The aura works. The death response is not triggering the buff effect EVER though, not even one stack. The effect should be triggering an Apply Behavior (the buff part of the upgrade). I have gotten other death responses to work with Create Unit effects, but I cannot seem to get this one right.
Any insights or other ways on how to do this are appreciated.
Have your attack use a damage response on attacker that applies a buff that uses a damage response on defender when damage is fatal. The death effectdoes not know who to target unless you use the effect field above the value to specify an effect in that branch of the effect tree to use as a frame of reference.

The problem with doing it that way..... is that if you want to limit what kind of units give the buff when killing them it requires a bunch of extra data editing. When you more then likely will have a trigger tracking valid kills anyways.
The response effect also needs to be specified on all the possible damaging effects when using pure data.

Just get the damage response effect on attack to use a set that has a dummy damage effect that alone can trigger the damage response on the defender.
