It is impossible since the carrier uses an Arm Magazine ability with an internal magazine. The ammo units use the scope of the host weapon to determine an attack target and return to the hangar if the unit is not ordering them to attack. All the carrier weapon does is release the ammo units from the magazine while the scope does the rest. The diamond back actually attacks using a damage effect with a turret to enable turning while it lacks the Only Fire At Attack Target and Only Fire While Attacking flags on the weapon enabling it to shoot out of combat.

Does it suppose to be able to move while firing interceptors?
I couldn't figure it out at all, Carrier always fire on one target and never launch interceptors when it's moving.
Diamondback fires while moving even though you give it a command to move, it still firing if there is an enemy.

Couldn't you make it a passive ability instead then? Not sure if this would be acceptable to the OP though, but I'm curious.
Scrap the weapon. Attach the "Release magazine" effect to a periodic search effect instead. I found no other way.
You would then need a complex search and issue order buff on the ammo units to stop them instantly returning

Actually units won't return if they have a pending order. They will only return when idle. This does not apply to move orders.
