How can I effectively do this? Think of how when you "learn" an ability in wc3 or something similar, the button for the skill is replaced for the button for the next level of that skill.

This can be done with validators to see what level of ability you currently have, or simply using upgrades to alter the ability itself.
Under the abilities tab there is actually a "Command Card: Level Button Tooltip" if I am not mistaken. You can add different leveled tooltips there.
Edit: Ensure you use different text keys when creating them, otherwise the editor will keep replacing what you type :P
