To remove the permanent cloak from the Tosh unit in a map?
Is this a piece of cake and done in a minute, is it extensive work, or is it simply not even possible at all? Also, is it likely to cause the editor dependency bug that I've (luckily) so far yet to encounter?

Remove the behavior. Done. Edit: Don't know if it causes a bug ... you'll have to try it out...
Would that also remove the icon on the command card?
To remove cloak:
Stats -> Flags -> Uncheck cloaked.
To remove from the card:
Abilitys -> Command Card -> Delete the cloak button.
