This is probably an actor problem. Under one of the actors for the attack there should be something to the extent of "launch target" or "launch location" or something like that. You probably do not have this linked correctly which is why it is having it shoot from the ground. You want it to shoot from the mutalisk or the "source unit" as it should be called in the editor instead of whatever it is now.
