I am using humongous interrupt on my build ability and want the worker to be maintained while building. However currently if I place down a building right on top of the worker while he is in the center he will construct it on top of himself and won't get pushed out of the way by the building unless he is stopped/moved/etc or the building completes. I am using the ground mover on the build ability and tried the construction mover.

You could possibly detect this with triggers and force move him out before resuming construction.

I thought about doing that, but I don't know how I would make him resume construction after I trigger a stop action.
You order him back onto the foundation. Assuming you have it setup like the Terran build.
