I am entirely stumped, no matter how many times in how many ways I try to work this nothing affects the unit.
I want to make a wind walk spell that cloaks the unit and makes them move faster, I can do the cloak part, but nothing I change in the movement section of the buff has any effect.

You using the same field as the marauder punisher grenade slow? You want the cloak buff to make the unit benign, cloak it, have a duration and to have a damage response on attack.

Is it possible your spell/ability is modifying acceleration instead of movement speed? I had some problems before I realized the two were different settings.
Make sure in your Buff Behavior you are modifying the Movement - Movement Speed Multiplier field. Also make sure the movement speed maximum and minimum aren't conflicting with that.

I have done such things, I am basing it off stim pack, and added the cloak effect, removed the damage and whatnot so only the move speed and cloak remained, yet the move speed doesn't seem to affect it at all. the cloak does but not the speed.

I put a basic marine on the map, and made the ability affect the marine as well, and it works for the marine, but not for the unit I want it to (high templar)
so it appears that if you set a units property (in this case movement speed) it can no longer be modified via data.
If it worked on the marine and not another unit type, its because it has a requirement to be used only by marine. Go to the stimpack ability in the data editor, click on Ability - Commands +. Select the Execute Command, and remove and requirements (click the little red X button). That should allow you to use it on any unit.

That's not it at all, it also worked on the zergling, zealot, and dark high templar.
Turns out I was setting the movespeed on unit creation for trigger based upgrades, my setting the movement on creation made it so that the buff couldn't change the move speed for some reason, by removing the set move speed trigger the buff now works perfectly.
