As the title says, how to not show the resource costs of abilities/buying items on the tooltip of the abilities, while still retaining the requirement costs?
Add a validator which compares the proper resource (eg player compare resources, minerals >= 30).
Add a modifier in the ability/purchase (every train/build ability has an attached effect field at the bottom, use this for shops) which removes the proper resource.

Set the "Cost Display" flags to false.
Depending on the Ability used it might be listed at different locations:
Do you mean 'cost display' checkboxes? Aren't those for the text displays that pops out of the unit using the ability?
What I'm looking for is to hide the cost requirements in the tooltip when you mouse-over an ability button.

Ya your right, those are the cost things that pop up on the screen. I've never noticed a way to hide costs.
Remove the cost entirely.
