First you need a model that has a texture with an RTT channel. SMHyperionBidgeBriefingCenter is the one shown in the pdf.
Next, you need a model with a camera. Portraits all have them, for a loose camera you can use "Test Camera".
Then, add the RTT node from the object menu. Pick the channel (usually 0) and then set the camera for the node to the camera you want to use. Like the pdf says, you have to use cameras in models.
If the texture shows up as black, you probably don't have campaign mode turned on in the render menu.
I've tried both the Campaign Mode trigger and the Story Mode trigger but it says in the descriptions of the triggers that they only work for Blizzard maps and they don't work in-game. Does this mean that there is no way of using Render-To-Texture in-game at all until Blizzard lets us use those triggers?
Sorry for the late response. I couldn't get it to work in WoL, but in the beta editor it works in game even without the campaign mode/story mode calls.
In the documentation blizzard released about the Cutscene editor that can be found here: http://us.media.blizzard.com/starcraft2/downloads/tutorial/SCII-CutsceneEditorInstructions.pdf , they mention rendered to texture node. I tried to follow their instructions but couldn't get it to work. Does anyone know how RTT works or can provide better explanation on its working?
No one has any clue?
I would love to know as well.

Hope that helped.
Thank you. bit busy now but will try it out later with the SMHyperionBidgeBriefingCenterr if i get time.
The Render To Texture works in the editor but not in-game.
@Spoolofwhool: Go
Did you turn on Story Mode via triggers?

Somehow we managed to get it to work ingame and outside the cinematics.
