Hey guys I'm hoping to get a cost/time estimate from someone who has experience with sprites. We will be having two types of sprites. Creeps that move up, down, and left/right with walk and death animations. Towers that don't move and have attack animation. Level of quality would be slightly higher than WarCraft 2. See picture below;

all i can said is what you asking should be pretty easy to made.
For the creep movement, you will need 2 to 3 sprites image and put them in a loop depending of the angle of the unit. (right, left, up, down) 4x3 = around 12 sprites
Remember to have 1xpicture (sprite) for the standing direction (or you can mix it with the movement like this: 1 (2) 3 where 2 = stand
The death animation should be easy to, only 2-3 sprites can work, in a loop again, not really hard
Does anyone here have experience with making sprites from scratch? I'm looking for an estimate on cost (money/time) per creep and per tower. See below for more detail.

The right and left images are mirrors of each other. So we'd need only three images per animation state. If we go with three animation states per creep then we'd need nine images for movement and nine images for death.
But is three animation states per creep enough to make it look good?
Towers would only require one image per animation state since there is no direction. Is one animation state enough for a tower to attack?

yeah sure, well, more image per animation = more details of the sprites
Generally around $15-$30 per sprite and then $5-$10 per frame of animation per sprite, depending on who you commission.
Yes, I did my research. And trust me, I've got it way worse; my game, being multiplayer arena, needs a shitload of animation frames for the characters. We're talking thousands of dollars for each character.
(3d models are no more or less expensive than 2d sprite sheets, by the way.)

But what is a good balance? How hard is it to make sprites of the level seen in the picture?
As hard as modeling. It's a whole other deal.
