It's a texture issue. The skull is present on the diffuse as well as the specular and specular alpha map. From the looks of it the specular alpha maps is the one you gotta remove still.
Well I guess I didn't check on all of them. It seems every time I delete the light his animations get all funked out. The only time I got close was still funky as it replaced only the stand animations. Anyway I have 2 version here. One with the light and no bayonet, and one with the no bayonet and I shrunk the light till it's basically Just a small glow on his face. I tried moving it inside him to hide even the glow but it just crashed blender. Anyway This is the best I can do.
@AlexO6: Go There is no model, only that placeholder static portrait. You can also find these for the Umojan scientists and other models not included in the game.
By converting I mean, using this model as a base to make a better detailed medic, merc, etc. For example, adding the shield, backpack, hypodermics to it. Switch the animations. For the merc marine, just switch the heads.

Get Ladik's MPQ editor. Then go to programs/starcraft 2/ mods folder. It's in the Swarm.SC2Mod folder. Happy Hunting! I only have Wings of Liberty but, just about all assets for Swarm is in there.
I wonder if the Umojan Marine is actually in the full copy of Swarm? My Guess it would be in that folder if it was.
It's a shame that's all we have (static portrait). But it's better than nothing at all.
As for the Raynor Marine, just turn it into a regular Marine, and release one variant with the customizable decal attachments on the shoulderpads, and one variant without.
I took the Raynor model from HOTS and made it team colorable. I also substituted it for the stock marine. Much better looking:

I'm not much use when it comes to 3d modeling. If someone out there in the community would like to to give it a go, please feel free to do so.
I would actually kill if someone could do that for me.
Remove the:
- Skull Face
- Bayonet
- Flashlight
AND I WILL KILL FOR YOUU
The bayonet and the sull-face are god-looking for me.

Ok I removed the light and bayonet, but I couldn't figure out how the hell to remove that stupid skull.

I like what you did. Sadly, I don't have any skills when it comes to modeling. What are your thoughts about converting him into a medic? Or a Merc?
Also, I having trouble with the shoulder decal. Resizing it doesn't seem to help.

One big problem, THE ANIMATIONS D: THEY DO NOT WORKKK, it only seems capable of standing still D:. Tested in two maps and cutscene editor, same issue.

I totally would but i can't use max for it as i cant import HoTs models. And blender dosent support multiple .m3s yet (if ever) but i like the idea.I
