Create to create one of the desired preexisting protoss build models eg ProtossBuildingBirth (Unnamed). Unlike the zerg and terran where each building creates their own build model it seems the protoss all use the same one with it being created when the construction starts.

I changed build model to ProtossBuildingBirth and now it does show the animation of building but at the end the building just appears there but I think I can go on with it thanks.
I have few question about data that I just can't solve myself :(
1) I made new unit based on observer but I can't change the height of it to smaller. (Near Ground)
2) I made new unit based on robotics bay and the build model is not showing but when it is near complete it shows the end of it only.

1. Use the UI - Height field found under the Units data type
2. Check the events of your actors.

What kind of event I need to check on?
Most building on construction start create a Model actor as an attachment that then creates a Progress actor.
