The only way I find is to make Stalkers have a buff that makes them benign. But that makes NO units able to attack the Stalker, unless they focus fire it.
Is it possible to make ONLY the Siege Tank attack ignore Stalkers, unless they focus fire it?
The only way seems to be a work-around. The Siege Tanks attack has a value called "Scan Filters." It can for example exclude Robotic. Then Stalkers must be given a new attribut, in this case "Robotic." This will make the Siege Tank not scan for Stalkers.
Seems to be no way to make this with validators, so I guess this will have to be ok.
Radar is not quite useless, know it gets automatically added to units that have a behavior that sets their Radar radius to something bigger than 0, so units that can "radar" will always have the Radar flag.

Use "Radar" instead of Robotic. Radar is a useless and invisible flag. You'll have to apply it using a behaviour though, but that's simple enough.
