Go to actors, find the actor that is named "placement model", go to events. I hope this is sufficient to get you started.
Care has to be taken for low graphics settings (that is Models: "Low"). This is because for low models settings the placement model for terran and protoss building uses the normal model and not the special placement model.

Thanks. I thought the guide was talking about an actor type "placement model", not an actor named "placement model".
