Use the SOp (Rotator) added in patch 1.5 or use the SOp (Forward Vector) method.

For the first one just look at the fields of the SOp and they are quite self explanatory like Actor: Local Axis and Actor: Rate
With the second method you use the SOp (Forward Vector) SOp to constantly face a hidden halfsquare of marines at right angles to each other attached head to origin. You then use events to alter the scale of the marines so they move around the desired axis in a circular motion.
