Thats what too much duplicating can do to you :)
The error message says exactly, what is wrong: 2 seperate Action actors get created for the ArchonAttack2 effect, however each effect can only support one action actor. So either, one of your duplicated actors points to the wrong effect, or you duplicated more actors than you need. Check the actors linked to the effect.
Another cause of that error can be the events of the Action actor having unwanted multiplications when duping so it tried to create 4x on the effect.

Neowinds Regular ShmoeFor my Warbot hero, I equipped him with a special archon bolt labeled Z.E.U.S. - Thunder Bolt.
It worked just fine the first two tests, however, after creating another hero which was a duplicate of an archon initially, the attack stopped working and this error showed up;
