First I would recommend using 3DS Max 2011 for Importing/Exporting. 2012 and higher tend to get errors with the plugins from time to time.
The SC2 Material is more similar to a Blinn shader than a Phong.You can simulate a Phong using the Specularity and Specular map. I would recommend use a Black and white map. if you don't have one you could render an Ambient Occlusion map (Check youtube for tutorials.)
Textures Not Showing in Editor
-Did you convert the Bitmaps to DDS files (DXT3 or DXT5)
-In the M3 Export Options, under Texture Options > Internal Texture Path, is that directory the same as you are importing into your map?
-Did you Import your textures into your Map and save, before importing the model
-Did you Save, Close, and reopen your map
-Is the Model Black or Non-existant?
-Did you convert all parts of the model to an Editible Mesh before exporting
If your still having issues, can you post a screenshot of your export settings (more info on screen the better) and your import manager

i converted all the bitmap to SC2 Material/SC2 layers, but there are some parts of the car that are not from files but instead just colors of phong shaders in 3dsmax itself
how do i get these into Sc2 when there is no file for them?

Also, there were some bitmaps with files that looked fine when rendered in 3ds max even after converting them to sc2 bitmap and sc2 layers, but when I open up the .m3 in SC2 editor, these parts of the car don't appear at all..........how do i fix that?
